What are the regulations with the use of instrumental rap artist?

For years artists have been used to beat a demo of the song or demo album. I just want to know the rules, when they become illegal? For example, if I wanted to use all the beats of Lil Wayne on MySpace, would be good, right? The problem would come if I attempted to sell an album with someone elses wins, right?
